The Lagos State House of Assembly has ratified the report of its four-man ad-hoc committee on the proposed concession agreement between the state government and Zoomlion Nigeria Limited<\/strong><\/p>\n

This include the issuance of an Irrevocable Standing Payment Order (ISPO) under the state\u2019s Waste Improvement Programme<\/strong>.<\/p>\n

The committee, chaired by Mr. Gbolahan Yishawu and constituted under Speaker Mudashiru Obasa, conducted a detailed clause-by-clause review of the public-private partnership arrangement aimed at improving solid waste collection, disposal, and management across Lagos State.<\/p>\n

Presenting the findings, Yishawu said the concession should be ratified with strict legal safeguards to address ambiguities, align fully with state laws, and ensure prior House approval for any future expansions.<\/p>\n

He added that environmental and social impact assessments, including greenhouse gas reduction targets, should be conducted periodically.<\/p>\n

Lawmakers stressed that land allocations must be explicitly stated, waste collection and transport should remain with existing Private Sector Participation operators, and Zoomlion\u2019s role should focus on moving waste from transfer stations to recovery facilities.<\/p>\n

The committee also recommended stronger workers\u2019 health and safety protections, broader revenue accountability, and enhanced monitoring mechanisms.<\/p>\n

On the financial structure, the committee recommended limiting ISPO payment obligations to seven years, proposed a management fee benchmark of \u20a632,000 per tonne with structured advance and monthly payments over five years, and urged the exploration of alternative funding options to reduce pressure on state revenue.<\/p>\n

Only 4,250 tonnes per day \u2014 out of an estimated 13,000 tonnes generated \u2014 will be included under the concession to allow competition from other investors.<\/p>\n

The Assembly adopted the motion through a voice vote, and Speaker Obasa directed the Clerk to formally communicate the approval to Governor Babajide Sanwo-Olu.<\/p>\n

Lawmakers commended the committee for its timely intervention amid growing public concern over waste management challenges in the state.<\/p>\n","protected":false},"excerpt":{"rendered":"
