Governor Babajide Sanwo-Olu has unveiled a comprehensive reform agenda under the Human Capital Opportunities for Prosperity and Equity (HOPE) Programme, targeting improvements in governance, primary healthcare and basic education across Lagos State.<\/strong><\/p>\n

Speaking on Thursday during a public presentation at Lagos House, Marina, the governor described the initiative as a strategic effort to strengthen human capital development and enhance service delivery.<\/p>\n

He explained that the programme is anchored on three pillars \u2014 HOPE-EDU, HOPE-PHC and HOPE-GOV \u2014 designed to deliver measurable outcomes for residents.<\/p>\n

Sanwo-Olu highlighted progress in governance reforms, including improved budget performance, stronger public financial management systems and expanded digital platforms that allow citizens to monitor government spending and projects in real time.<\/p>\n

In the health sector, he disclosed that the state now operates over 330 functional primary healthcare centres, many of which have been rehabilitated to improve community-level access.<\/p>\n

He added that increased enrolment under the Ilera Eko Health Insurance Scheme and expanded access to free healthcare services remain central to the administration\u2019s priorities.<\/p>\n

Commissioner for Economic Planning and Budget, Ope George, described the HOPE Programme as a results-driven initiative supported by the World Bank to strengthen financial and human resource management.<\/p>\n

He noted that reforms include adoption of the National Chart of Accounts across local governments, online budget publication, and payroll reforms to eliminate irregularities.<\/p>\n

Also speaking, Commissioner for Basic and Secondary Education, Tolani Alli-Balogun, outlined measures to improve learning outcomes through teacher recruitment, capacity building and distribution of textbooks in core subjects. He added that digital learning tools are being integrated to bridge gaps in critical subject areas.<\/p>\n

A procurement specialist with the World Bank, Akin Onimole, commended the state government for demonstrating strong political will and transparency in implementing the reforms.<\/p>\n

Also, the Chief of Lagos Field Office of the UNICEF, Celine Lafoucriere, highlighted ongoing collaboration with the state in areas such as immunisation, nutrition, birth registration and digital learning initiatives.<\/p>\n","protected":false},"excerpt":{"rendered":"
